This looks like dogwood borers. Certified Arborist Wes Hopper says when borers attack a tree it was already in a weakened state. The tree may be too far gone but Wes recommends trying to use a permethrin spray, with an oil based spreader sticker, on the trunk to try to stop the borers. It is most effective in the spring to stop the next year’s generation of borer.
