Svelte Project: Part 1 Svelte Navbar | Responsive & Centralized

Part one of a great project for learning Svelte! This step sets up a skeleton and creates a Navbar component. This project will show how to setup an application with all the content in a central location for super easy modification/maintenance and internationalization (I18).
