Most areas in Seoul are restricted or controlled airspace, and flying without permission can lead to a fine of at least 1.6 million KRW (~$1,200 USD). Historic sites like Gyeongbokgung or national parks are extremely difficult to get approval for, and flying without permission in those places is strictly prohibited.
