CAUTION!! Buffed skill bug in Wasteland 3

There is a bug in the game right now in which if you are wearing armor that buffs a skill then the game might expect you to pay more for a skill upgrade than you owe. If you take the armor off temporarily, you can upgrade for the expected cost, and then re-equip your armor
