State of Decay 2: Sheriff Legacy glitched!

2nd attempt at the Sheriff Legacy on Dread difficulty under patch 17. First attempt was under patch 16, the same sequence of events happened: mission marker is at factory, upon reaching it, only 1 hostile, kill it, go to another location, kill a few more then the rest of the hostile enclave is now neutral. Legacy cannot proceed any further. Swapping leaders to reset the legacy does NOT reset the progress: the legacy will no longer start or progress. Apologies for the audio don't know why it's like that.
