Star Wars Empire at War:FOC Odd Choppy Gameplay with High Framerate

A weird issue I'm having with Star Wars EaW:FOC where I have a very high framerate but weird, choppy and slow motion gameplay. It doesn't happen when I am in the menu screen, fast forwarding gameplay or in cinematic mode. I have no mods installed.
