The lower right grid are the stats provided via the AMD Radeon software and the top right comes from the counter built into Origin. As you can see there is a discrepancy between the two with the Origin one reporting a fair bit higher fps. **I don't know if the performance issues I had was the result wonky drivers or just bugs with the game itself. At times the fps would drop to 20 and under and remain there regardless of setting. Other times it ran great but showed little to no increase when switching from Ultra to low. However I do suspect that the cpu is a bit of a bottleneck. ***It's unfortunate they dropped DX11 support since it always ran better but I guess it was due to a changing the game engine or something. ****On this same system I ran the game with a GT 1030 and while I had to run at much lower settings and resolution I didn't have the issue of the fps being sky high one run and then drop like a stone the next require game restarts, reboots...etc. So that leads me to suspect that currently the issues lies with either the driver or the game just not liking the gpu. *****I'll probably retest in a few weeks once some updates/patches have dropped.
