I like using the Slasher here since it brings Crono to ** speed, but the Red Katana's +2 Magic would also help speed up the first phase of the fight. I expected this fight to be harder, but with Mid Tonics in abundance there's really no risk here. In the first phase, alternate between attacking and healing, using Lightning whenever you get the chance. Once Magus stop using his barrier changes, restore Crono's HP and just whack away. Dark Matter can't kill you, so just heal afterwards and you'll be fine.
