Error Applying Security. The process cannot access the file Windows 8.1

Windows Security: 'Error Applying Security'. An error occurred while applying security information to: C:\swapfile.sys. The process cannot access the file because it is being used by another process. When i try to apply permission for users to access the C: drive, i am getting this error 'Error Applying Security'. Post your answers as comments and subscribe.
