Georges N. Oki-Albi: Waltz "Palais Du Crystal"

Oki-Albi, a mysterious composer was the band-leader of the "Romanian Orchestra", wrote many pieces for piano (looks at the opus number), and these seems to be transcriptions of orchestral versions of his pieces.
